Agricultural and Natural Resource Economist: Agricultural Engineer (Pontificia Universidad Católica de Chile) and Ph. D Agricultural and Natural Resource Economics (University of Maryland, College Park).

Full Professor at the Department of Agricultural Economics of the Pontificia Universidad Católica de Chile (PUC). Has been Director of the National Agricultural Research Institute of Chile and Dean of the Facultad de Agronomía e Ingeniería Forestal of PUC (1998-2007).

He has researched agricultural economics and water the past 20 years. He has over 16 years of experience as grants researcher in Agricultural and Water Economics as well as consultant for the United Nations Development Programme (UNDP), UN Food and Agriculture Organization, the Inter-American Development Bank (IADB), the GTZ and the World Bank in projects for Latin America.

His publications include books such as: Mercados (de derechos) de agua: Experiencias y Propuestas en América del Sur. Book chapters (Water pricing experiences in Chile. Water Markets in Chile: Are They Meeting Needs?) and publications in International Journal of Water Resources Development, Water Resources Management, Water Policy, Water Science and Technology, Utilities Policy, Environmental Science and Policy, and Environmental Science and Pollution Research.
