Carlos Almendares was born in Tegucigalpa, Honduras on 26 January 1959, is an agricultural engineer by profession with a Masters Degree in Biotechnology and a Doctorate in science with a focus in agricultural biosafety.
Currently, is the Head of Department of Seed Certification, SENASA, Ministry of Agriculture and Livestock of Honduras, coordinator of National Committee of Biotechnology , focal point of the Cartagena Protocol for Biosafety , focal point of the Centre for Information Exchange for Biosafety ( BCH ), President of the Central American Biotechnology and Biosafety Initiative ( ICABB ) which includes Panama and the Dominican Republic , member of the Advisory Committee for BCH, member Ad Hoc of Technical Expert Group on Socio-economic Considerations (AHTEG).
